Consider Rome\u2019s Aqua Claudia. By the 4th century AD, parts of its mighty arches were crumbling. Not from attack or a sudden disaster, but from a slow, quiet decay. Historians suggest that over two hundred years, thousands of small, necessary repairs were simply overlooked. Not by one person, or even a few. But by generations of officials and workers, each doing their part, yet collectively letting the whole thing rot. When a major span collapsed, cutting off water to a quarter of the city, there was no single culprit. Just a vast, diffused neglect.<\/p>\n\n\n\n

That aqueduct was a grand vision. Engineers designed it. Politicians funded it. Armies of workers built it, then kept it running, or tried to. The sheer scale, the layers of people involved, meant that problems could fester for years. A crack here, a leak there. Each small issue seemed minor, someone else\u2019s job. Until the cumulative effect was undeniable. Blame, when the inevitable inquiry came, became a mist. It settled everywhere, on everyone, and so on no one specific enough to truly hold responsible.<\/p>\n\n\n\n

Systems are built to be efficient, to break down tasks into manageable bits. But that efficiency often means no single hand holds the whole thing. The weight of many hands can, paradoxically, make the burden light for each, even when the whole structure buckles.<\/p>\n\n\n\n

Now, fast forward. Think about AI in local government. It takes this old problem and gives it a powerful new twist. Data flows in. Models process it. Priorities get set. Actions are dispatched. All linked. All incredibly efficient. A citizen reports a pothole. An algorithm decides if it gets fixed, and when. A service delivery is missed. A resource is misallocated. A decision, somewhere in the automated chain, goes wrong.<\/p>\n\n\n\n

When that happens, the blame scatters. Every step is traceable, yes. You can see which data point fed which model, which rule triggered which action. But trying to assign it to a *person* in a meaningful, civic way? That’s a different story. The responsibility gets subdivided into components. No single actor fully controls it. It’s a new layer of diffusion, cloaked in code and data points.<\/p>\n\n\n\n

So, what do we do? We design for better blame. Not for punishment, but for clarity. For accountability. When we build these systems, especially AI-driven ones, we need to embed clear human oversight points. We need designated ‘accountability anchors’ \u2013 people who, at specific junctures, take ownership. Transparency matters. So does remembering the citizen at the end of the chain. Responsibility has to be a deliberate part of the design, not an afterthought.<\/p>\n\n\n\n
