Most people walk right past. City halls hire out-of-town artists to drop metal sculptures or murals onto street corners. They call it revitalization. It&#8217;s wallpaper. Passive consumption doesn&#8217;t make people care about a space; it breeds apathy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compare two scenarios. In one, a city agency spends $50,000 on a commissioned mural. An artist paints it over a weekend. Within a week, someone tags it with graffiti. The city spends more money to scrub it clean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Down the street, residents organize a mosaic workshop. Neighbors lay the tiles themselves, mixing the mortar and pressing ceramic pieces into the brick. Three years later, the wall remains untouched.
