These systems acted as a compression layer, taking hours of public anger, local grief, and neighborhood politics and flattening them into vector embeddings. This shifted civic interaction from narrative democracy, where citizens spoke in full detail, to signal aggregation. Sentiment became data to be sorted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change is clear when comparing older public records with recent ones. A 1998 town hall transcript contains stutters, local feuds, and irrelevant stories about oak trees. These transcripts preserved the rhythm of local speech, including the pauses and repetitions of people trying to explain their lives to officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2026, these meetings were processed through summarization models, reducing hours of testimony to a dashboard of resident concerns. The texture of civic life disappeared once managers began using these models to save time. A loss of friction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certain voices didn&#8217;t fit the templates. The eccentric resident who spoke in poetry, the angry tenant who refused to stick to the agenda, and the non-native speaker whose syntax was flagged as gibberish couldn&#8217;t be parsed by the software. Because these speakers broke the algorithms, they became anomalies. Their inputs were excluded from the final reports delivered to council members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Future historians examining these digital archives will find them perfectly organized and highly efficient. They will also find them dead. The systems preserved the administrative decisions but discarded the human friction that caused them. We chose to save the summaries and threw away the actual voices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Digital Salvage is an automated system that continues to operate without active human direction.
