This assessment must move beyond the &#8216;host community&#8217; framework to include the unorganized territories of Melgund as primary stakeholders.<\/p><p>Furthermore, we <strong>strongly recommend<\/strong> the establishment of a &#8216;Joint Oversight Committee&#8217; that includes representatives from the Local Services Board of Melgund and regional Indigenous Nations. This committee must have the authority to audit environmental monitoring data in real-time and trigger &#8216;stop-work&#8217; orders if safety thresholds are breached. The current reliance on &#8216;adaptive management&#8217; is too vague; specific, quantitative &#8216;off-ramps&#8217; must be defined for all project phases.<\/p>\n\n\n<h3 class=\"wp-block-heading\">Conclusion<\/h3>\n\n\n<p>The Revell DGR project is polarized because it asks a remote, unorganized region to accept a permanent national hazard without providing the equivalent governance, infrastructure, or safety guarantees afforded to incorporated municipalities. The path forward requires a shift from &#8216;engagement&#8217; to &#8216;co-management,&#8217; where the residents of Melgund and regional Indigenous Nations are treated as equal partners in the project&#8217;s safety and oversight, rather than as passive recipients of risk.<\/p>\n\n<div style=\"background-color: #f8fafc; padding: 1.5rem; border-radius: 0.5rem; border: 1px solid #e2e8f0; margin-top: 2rem;\">\n\n<h3 class=\"wp-block-heading\">About the Deep Geological Repository (DGR) for Canada&#8217;s Used Nuclear Fuel Project<\/h3>\n\n\n<p>The Nuclear Waste Management Organization (the NWMO) is proposing a new underground deep geological repository system designed to safely contain and isolate used nuclear fuel. Wabigoon Lake Ojibway Nation (WLON) and the Township of Ignace have been selected as the host communities for the proposed project, which is located 21 kilometres southeast of the WLON and 43 kilometres northwest of the Town of Ignace, Ontario along Highway 17. As proposed, the Deep Geological Repository (DGR) for Canada&#8217;s Used Nuclear Fuel Project would provide permanent storage for approximately 5.9 million bundles of used nuclear fuel. The project is expected to span approximately 160 years, encompassing site preparation, construction, operation and closure monitoring.
