This initiative is a climate entrepreneurship and arts-based community recreation program, developed through community consultation, engagement participation in the integrated impact assessment process for the NWMO&#8217;s proposed Deep Geological Repository for nuclear waste fuel.<\/p>\n<h3>What is Proposed<\/h3>\n<p>The Nuclear Waste Management Organization (NWMO) has finalized its study phase, recommending Adaptive Phased Management (APM) as the preferred approach for Canada\u2019s used nuclear fuel. The proponent claims this selection is the result of a &#8220;rigorous, inclusive, and values-driven process&#8221; that identifies APM as the most socially acceptable and technically sound option. As detailed in the <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Initial Project Description<\/a>, the project now moves toward evaluating &#8220;alternative means&#8221; for implementation, including road alignments, energy sources, and water management strategies.<\/p>\n<h3>Underlying Assumptions<\/h3>\n<ul>\n<li>The assumption that national-level dialogue equates to &#8220;social acceptability&#8221; at the local level in Melgund Township.<\/li>\n<li>The assumption that the &#8220;eight key objectives&#8221; used for selection are valid without being explicitly defined for public scrutiny.<\/li>\n<li>The assumption that preliminary infrastructure lists are sufficient for impact assessment without established environmental baselines.<\/li>\n<li>The assumption that the flexibility of the APM model mitigates the risks associated with undefined engineering and environmental plans.<\/li>\n<\/ul>\n<h3>Community Assessment<\/h3>\n<p>Our assessment indicates that the NWMO\u2019s narrative of consensus fails to address the specific geographic realities of Dyment and Borups Corners. The claim of being &#8220;socially acceptable&#8221; lacks quantitative data and ignores the potential for social fragmentation in communities less than 10km from the Revell site. Observations show that critical infrastructure\u2014such as accommodation camps and effluent discharge points\u2014are listed without detail on scale or duration. For our community, these are not mere technicalities; they are existential threats to groundwater quality and local service capacity. The current narrative prioritizes national goals while minimizing the localized &#8220;stigma effect&#8221; and long-term economic displacement.<\/p>\n<h3>Path Forward<\/h3>\n<p>To improve transparency, the proponent must define the &#8220;eight key objectives&#8221; and provide a comparative matrix against other disposal alternatives. We recommend expanding the engagement strategy for the &#8220;Alternative Means&#8221; phase to include new stakeholders and residents. Furthermore, the NWMO must provide specific criteria for evaluating water discharge and energy sources, ensuring that environmental protection is weighted equally with economic cost. This shift is necessary to move from corporate assertion to a verifiable, site-specific safety case.<\/p>\n<div style=\"background-color: #f8fafc; padding: 1.5rem; border-radius: 0.5rem; border: 1px solid #e2e8f0; margin-top: 2rem;\">\n<h3>About the Integrated Assessment Process<\/h3>\n<p>The federal <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Impact Assessment Agency of Canada (IAAC)<\/a> has formally launched the integrated impact assessment process for the proposed Deep Geological Repository (DGR) for Canada\u2019s Used Nuclear Fuel Project, a major national infrastructure initiative led by the Nuclear Waste Management Organization (NWMO).<\/p>\n<p>The proposed underground repository is designed to permanently contain and isolate used nuclear fuel in a secure geological formation. Wabigoon Lake Ojibway Nation and the Township of Ignace have been selected as host communities for the project. The site is located approximately 21 kilometres southeast of Wabigoon Lake Ojibway Nation and 43 kilometres northwest of Ignace, Ontario, near Highway 17.<\/p>\n<p>According to project materials, the repository would provide permanent storage for approximately 5.9 million bundles of used nuclear fuel. The full lifecycle of the project is expected to span roughly 160 years, including site preparation, construction, operations, closure, and long-term monitoring.<\/p>\n<h4>Integrated Federal Review<\/h4>\n<p>Major nuclear projects in Canada are subject to an integrated assessment process jointly led by the Impact Assessment Agency of Canada and the Canadian Nuclear Safety Commission (CNSC). This \u201cone project, one review\u201d approach is intended to streamline regulatory oversight while ensuring rigorous evaluation of environmental, health, social, economic, and Indigenous rights impacts.<\/p>\n<p>Under this framework, IAAC oversees the impact assessment requirements under the Impact Assessment Act, while the CNSC regulates nuclear safety under the Nuclear Safety and Control Act. The CNSC will issue the initial site preparation licence and manage all subsequent nuclear licensing for the project\u2019s duration.<\/p>\n<p>The integrated assessment also includes a focus on potential impacts on Indigenous Peoples, including rights, land use, cultural practices, health, and socio-economic conditions. Where potential adverse effects are identified, the process is intended to identify mitigation measures to reduce or avoid harm.<\/p>\n<h4>Public Comment Period Now Open<\/h4>\n<p>The first public comment period for the project is currently open and will run until February 4, 2026. During this phase, the public is invited to provide feedback on the Summary of the Initial Project Description submitted by the NWMO. Submissions received during this period will inform IAAC\u2019s summary of issues, which will guide the next stages of the impact assessment.
