This initiative is a climate entrepreneurship and arts-based community recreation program, developed through community consultation, engagement participation in the integrated impact assessment process for the NWMO&#8217;s proposed Deep Geological Repository for nuclear waste fuel.<\/p>\n<h3>What is Proposed<\/h3>\n<p>The Nuclear Waste Management Organization (NWMO) has outlined a methodology for assessing environmental and social impacts through a process called &quot;Pathways of Change.&quot; This approach involves a three-step evaluation: identifying potential effects, applying environmental design features and mitigation measures, and screening for residual risks. The assessment framework utilizes a risk matrix based on the likelihood and degree of impact. A key claim in the proposal is that the construction and operation of the Deep Geological Repository (DGR) will utilize conventional mining techniques. Consequently, the proponent suggests that mitigation measures suitable for regional gold mining projects\u2014such as the Hardrock and Goliath projects\u2014are appropriate proxies for managing the effects of the DGR.<\/p>\n<h3>Underlying Assumptions<\/h3>\n<p>Our review of the methodology identified several foundational assumptions that guide the proponent&#8217;s approach:<\/p>\n<ul>\n<li><strong>Equivalence to Conventional Mining:<\/strong> The assessment assumes that the construction effects of a nuclear waste repository are sufficiently similar to conventional gold mining to warrant the use of the same mitigation strategies.<\/li>\n<li><strong>Sufficiency of Overestimation:<\/strong> The methodology assumes that applying a &quot;conservative approach&quot; by overestimating effects is an adequate application of the precautionary principle.<\/li>\n<li><strong>Transferability of Mitigation:<\/strong> It is assumed that environmental protection measures approved for previous mining projects in the region will be effective for the unique requirements of nuclear waste isolation.<\/li>\n<\/ul>\n<h3>Community Assessment<\/h3>\n<p>Through our engagement with the <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Initial Project Description<\/a>, we have identified critical areas where the proposed methodology may not fully address community concerns. The direct comparison of DGR construction to conventional gold mining is a significant technical issue; nuclear waste isolation requires a level of rock mass integrity and long-term containment that far exceeds the requirements of ore extraction. Relying on mining mitigation measures may overlook the unique geotechnical stability required for a DGR.<\/p>\n<p>Furthermore, while the document acknowledges that previous attempts to site similar facilities failed due to a lack of &quot;social license,&quot; the current methodology lacks specific criteria for measuring this license. Without a defined framework for measuring community consent and trust, commitments to &quot;building trust&quot; remain subjective and difficult to verify. Additionally, relying on data overestimation as a proxy for the precautionary principle may result in models that fail to identify low-probability, high-consequence risks that are specific to nuclear projects.<\/p>\n<h3>Path Forward<\/h3>\n<p>To address these findings, we recommend that the proponent conduct a specialized comparative analysis that explicitly identifies the differences between conventional mining and DGR construction, particularly regarding containment requirements. The assessment must move beyond general mining proxies to ensure safety.<\/p>\n<p>Regarding community trust, the NWMO should define specific thresholds for &quot;social license&quot; and &quot;community acceptance.&quot; A clear, public-facing roadmap is necessary to explain how consent will be measured and maintained throughout the project&#8217;s multi-decadal lifecycle. Finally, to validate the &quot;high degree of confidence&quot; claimed in the mitigation measures, the process should include clear protocols for independent, community-led monitoring.<\/p>\n<div style=\"background-color: #f8fafc; padding: 1.5rem; border-radius: 0.5rem; border: 1px solid #e2e8f0; margin-top: 2rem;\">\n<h3>About the Integrated Assessment Process<\/h3>\n<p>The federal <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Impact Assessment Agency of Canada (IAAC)<\/a> has formally launched the integrated impact assessment process for the proposed Deep Geological Repository (DGR) for Canada\u2019s Used Nuclear Fuel Project, a major national infrastructure initiative led by the Nuclear Waste Management Organization (NWMO).<\/p>\n<p>The proposed underground repository is designed to permanently contain and isolate used nuclear fuel in a secure geological formation. Wabigoon Lake Ojibway Nation and the Township of Ignace have been selected as host communities for the project. The site is located approximately 21 kilometres southeast of Wabigoon Lake Ojibway Nation and 43 kilometres northwest of Ignace, Ontario, near Highway 17.<\/p>\n<p>According to project materials, the repository would provide permanent storage for approximately 5.9 million bundles of used nuclear fuel. The full lifecycle of the project is expected to span roughly 160 years, including site preparation, construction, operations, closure, and long-term monitoring.<\/p>\n<h4>Integrated Federal Review<\/h4>\n<p>Major nuclear projects in Canada are subject to an integrated assessment process jointly led by the Impact Assessment Agency of Canada and the Canadian Nuclear Safety Commission (CNSC). This \u201cone project, one review\u201d approach is intended to streamline regulatory oversight while ensuring rigorous evaluation of environmental, health, social, economic, and Indigenous rights impacts.<\/p>\n<p>Under this framework, IAAC oversees the impact assessment requirements under the Impact Assessment Act, while the CNSC regulates nuclear safety under the Nuclear Safety and Control Act. The CNSC will issue the initial site preparation licence and manage all subsequent nuclear licensing for the project\u2019s duration.<\/p>\n<p>The integrated assessment also includes a focus on potential impacts on Indigenous Peoples, including rights, land use, cultural practices, health, and socio-economic conditions. Where potential adverse effects are identified, the process is intended to identify mitigation measures to reduce or avoid harm.<\/p>\n<h4>Public Comment Period Now Open<\/h4>\n<p>The first public comment period for the project is currently open and will run until February 4, 2026. During this phase, the public is invited to provide feedback on the Summary of the Initial Project Description submitted by the NWMO. Submissions received during this period will inform IAAC\u2019s summary of issues, which will guide the next stages of the impact assessment.
