This initiative is a climate entrepreneurship and arts-based community recreation program, developed through community consultation, engagement participation in the integrated impact assessment process for the NWMO&#8217;s proposed Deep Geological Repository for nuclear waste fuel.<\/p>\n<h3>What is Proposed<\/h3>\n<p>The Nuclear Waste Management Organization (NWMO) has outlined its approach to establishing environmental baselines for Climate Change (Section 14.12) and Ambient Radioactivity (Section 14.13) in the <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Initial Project Description<\/a>. The proponent relies on data from a temporary weather station installed in 2021, alongside regional projections indicating a temperature increase of up to 6\u00b0C by the 2080s. Regarding radioactivity, the proposal details current background levels and notes the detection of trace Plutonium and Strontium in soil, attributed to historical global fallout. Future monitoring plans include a participatory, donation-based tissue sampling program for traditional foods.<\/p>\n<h3>Underlying Assumptions<\/h3>\n<ul>\n<li><strong>Sufficiency of Short-Term Data:<\/strong> The assessment assumes that meteorological data collected starting only in 2021 is sufficient to establish a reliable baseline for a project with a million-year lifespan.<\/li>\n<li><strong>Regional Generalization:<\/strong> It is assumed that regional averages for radiation and radon are adequate proxies for site-specific safety, potentially overlooking local geological anomalies.<\/li>\n<li><strong>Historical Attribution:<\/strong> The proponent assumes that all currently detected artificial radionuclides (Plutonium, Strontium) can be summarily dismissed as legacy fallout without providing granular comparative data.<\/li>\n<li><strong>Voluntary Monitoring:<\/strong> There is an assumption that a donation-based, voluntary tissue sampling program is a scientifically rigorous method for monitoring the safety of the local food web.<\/li>\n<\/ul>\n<h3>Community Assessment<\/h3>\n<p>Our review identifies significant concerns regarding the normalization of environmental data. The reliance on a &#8220;temporary&#8221; weather station with only one year of data (2021) fails to capture the local microclimates and extreme weather variability essential for designing safe infrastructure. Describing this limited data as within a &#8220;reasonable range&#8221; obscures specific risks, particularly regarding flash flooding and permafrost stability in the Revell site area.<\/p>\n<p>Furthermore, the approach to radiological monitoring shifts the burden of safety verification onto the community. By relying on &#8220;participatory tissue sampling,&#8221; the proponent outsources regulatory requirements to residents. This creates potential socio-economic risks; the mere act of testing traditional foods for radiation can stigmatize local subsistence economies, regardless of the results. Additionally, the vague disclosure of &#8220;trace&#8221; Plutonium and Strontium levels lacks the transparency required to build public trust, as it establishes a rhetorical defense that could categorize future leaks as indistinguishable from historical background noise.<\/p>\n<h3>Path Forward<\/h3>\n<p>To address these deficiencies, the following corrective measures are recommended:<\/p>\n<ul>\n<li><strong>Rigorous Climate Stress Testing:<\/strong> Engineering designs must be explicitly stress-tested against the projected 6\u00b0C temperature rise and increased precipitation, specifically focusing on containment integrity and transport corridor vulnerability.<\/li>\n<li><strong>Systematic Sampling Protocols:<\/strong> The tissue sampling program must transition from a donation-based model to a systematic, co-designed scientific program with clear protocols for species selection and geographic distribution.<\/li>\n<li><strong>Transparent Data Disclosure:<\/strong> The proponent must provide precise measurement tables for all detected radionuclides in soil, comparing them against non-industrial Canadian sites to properly contextualize &#8220;historical fallout&#8221; claims.<\/li>\n<\/ul>\n<div style=\"background-color: #f8fafc; padding: 1.5rem; border-radius: 0.5rem; border: 1px solid #e2e8f0; margin-top: 2rem;\">\n<h3>About the Integrated Assessment Process<\/h3>\n<p>The federal <a href=\"https:\/\/www.iaac-aeic.gc.ca\/050\/evaluations\/document\/164317?culture=en-CA\" target=\"_blank\" rel=\"noopener noreferrer\">Impact Assessment Agency of Canada (IAAC)<\/a> has formally launched the integrated impact assessment process for the proposed Deep Geological Repository (DGR) for Canada\u2019s Used Nuclear Fuel Project, a major national infrastructure initiative led by the Nuclear Waste Management Organization (NWMO).<\/p>\n<p>The proposed underground repository is designed to permanently contain and isolate used nuclear fuel in a secure geological formation. Wabigoon Lake Ojibway Nation and the Township of Ignace have been selected as host communities for the project. The site is located approximately 21 kilometres southeast of Wabigoon Lake Ojibway Nation and 43 kilometres northwest of Ignace, Ontario, near Highway 17.<\/p>\n<p>According to project materials, the repository would provide permanent storage for approximately 5.9 million bundles of used nuclear fuel. The full lifecycle of the project is expected to span roughly 160 years, including site preparation, construction, operations, closure, and long-term monitoring.<\/p>\n<h4>Integrated Federal Review<\/h4>\n<p>Major nuclear projects in Canada are subject to an integrated assessment process jointly led by the Impact Assessment Agency of Canada and the Canadian Nuclear Safety Commission (CNSC). This \u201cone project, one review\u201d approach is intended to streamline regulatory oversight while ensuring rigorous evaluation of environmental, health, social, economic, and Indigenous rights impacts.<\/p>\n<p>Under this framework, IAAC oversees the impact assessment requirements under the Impact Assessment Act, while the CNSC regulates nuclear safety under the Nuclear Safety and Control Act. The CNSC will issue the initial site preparation licence and manage all subsequent nuclear licensing for the project\u2019s duration.<\/p>\n<p>The integrated assessment also includes a focus on potential impacts on Indigenous Peoples, including rights, land use, cultural practices, health, and socio-economic conditions. Where potential adverse effects are identified, the process is intended to identify mitigation measures to reduce or avoid harm.<\/p>\n<h4>Public Comment Period Now Open<\/h4>\n<p>The first public comment period for the project is currently open and will run until February 4, 2026. During this phase, the public is invited to provide feedback on the Summary of the Initial Project Description submitted by the NWMO. Submissions received during this period will inform IAAC\u2019s summary of issues, which will guide the next stages of the impact assessment.
